Is there a web access to Outlook?

Yes. It is called Outlook Web Access, OWA for short.

Step 1)

Go to: http://webmail.unt.edu

Step 2)

When entering the user name, use: unt\euid.

You will find that the Microsoft Web Access is very feature rich on par with the Outlook client for funtionality.
